SCV Mandatory Conservation Measures are in Effect

What restrictions are in effect in the Santa Clarita Valley (SCV)?
In accordance with the State Water Resources Control Board, the SCV Water Committee
adopted a Water Conservation Action Plan, which prohibits the following measures:



• Washing any driveways or sidewalks with a hose.
• Runoff caused by over-irrigating landscape.
• Washing a motor vehicle using a hose without a shut-off nozzle.
• Non-recirculating fountains and decorative features.

And there is also a mandatory watering schedule in effect (See opposite page.).

When did these restrictions go into effect?
On July 29, 2014 the four measures above became prohibited. The mandatory watering schedule went into effect on different days depending on the water retail agency (L.A. County Waterworks District #36 - July 22, 2014; Newhall County Water District - August 14, 2014; Santa Clarita Water Division - August 13, 2014; Valencia Water Company - August 15, 2014).

Why do we have watering restrictions?
On July 15, 2014, State Water Resources Control Board approved an emergency regulation for statewide urban water conservation (intended to reduce outdoor urban water use). In response, the SCV Water Committee adopted a Water Conservation Action Plan, which contains watering restrictions.

How long will the restrictions be in effect?
The emergency regulation stays in effect for 270 days, unless extended by the State Water Resources Control Board due to ongoing drought conditions.

What are the potential fines?
Customers will be given two warnings before accruing the $50-a-day fine with the third incident. Additional infractions will increase the daily fine by $50 per infraction up to a daily fine of $500 per day.

What are the exemptions?
There are a few exemptions for health and safety purposes. There are some exemptions from the watering schedule for gardens grown for personal consumption and customers who have reduced their consumption by 20 percent. City and County watering trucks used to maintain trees are exempt. Customers who have removed turf, including participants in turf removal programs, are exempt from the watering schedule so they can establish their new landscaping. Please check with your water retailer to see if you qualify for an exemption.

If I am exempt from the watering schedule,
am I exempt from the other prohibited activities?

No.

With the mandatory watering days in effect in the SCV, what does that mean for the people who use smart irrigation controllers for their landscaping?
You will need to change the watering days to comply with the mandatory watering schedules.
